The Korean version of QE continues: 돈 풀기식 단기부양 한계.. "구조개혁 액션플랜 나와야"

세계 각국이 유동성 공급을 대폭 늘리고 금리를 추가 인하하는 등 경기 부양에 안간힘을 쏟고 있지만 3일 정부가 꺼낸 카드는 재정의 조기집행 확대가 전부였다. 전임 ‘최경환 경제팀’이 2014년 출범 초 41조 원에 이르는 재정 확장 패키지와 내수 부양을 위한 세제 지원 방안, 대출규제 완화를 포함한 부동산 정책, 기업 투자 활성화 대책 등을 쉴 새 없이 쏟아낸 것과 비교해선 무게감이 떨어진다는 평가다. 경제 체질의 근본적인 개선 없이 재정에 의존한 ‘땜질식 처방’이어서 한국 경제가 처한 현재 위기를 돌파하기엔 역부족이란 지적이 나온다.

이준협 현대경제연구원 경제동향분석실장은 “금리 인하가 소비, 투자로 이어지는 메커니즘이 제대로 작동하지 않고 있다”며 “오히려 가계부채 증가, 외국인 자금 유출 등 부작용만 키울 것”이라고 우려했다.
전문가들은 정부가 단기부양책을 내놓은 만큼 이제는 고통스럽더라도 경제 체질 개선에 속도를 내야 한다고 조언했다. 유일호 경제부총리 겸 기획재정부 장관의 취임 일성이 ‘구조개혁’이었지만 구체적인 액션플랜(실행계획)은 나오지 않고 있다. 조동근 명지대 교수(경제학)는 “돈을 주고 산 성장은 후유증이 생긴다”며 “구조개혁으로 경제 체질을 개선해야 중장기적으로도 성장세를 이어갈 수 있다”고 말했다.

China Warns Soros Against Starting A Currency War: "You Cannot Possibly Succeed, Ha, Ha"

Bernie Sanders On Wall St Reform and Financial Policy

Sanders is greatly undercovered by the major print and visual media.

And when they do cover him it is usually shallow and dismissive, even with so called 'progressive' outlets like MSNBC and the New York Times. This is not something new. Hillary is 'the machine candidate' of the new Wall Street wing of the Democratic establishment that has thrown its traditional constituency of the working middle class under the bus for corporate money and power.

You may not have heard it, but Sanders has matched and perhaps even exceed Hillary Clinton in campaign contributions. The difference is that Hillary is getting hers in big chunks from Big Money, while Bernie is getting his money from many, many smaller donations from the public.

Sanders is the only candidate from both parties who is serious about genuine reform of the financial system and reining in the Fed, Big Money, and the Banks. Rand Paul would take on the Fed, but falls far short on everything else.

Hillary's record on this subject, and her service to Big Money, and the role that she and Bill played in gutting the progressive wing of the Democratic Party while making themselves rich on their speeches to the Big Money crowd, speaks for itself. To expect anything different from her if she gets in office will be like deja vu the hope and change from Obama which didn't make it past his third week in office when he brought back Clinton's financial policy team.

Fed Raises Benchmark Rate 25 Basis Points, Says 'Gradual' Instead of 'Measured'

The distinction is that 'gradual' means as needed, or as seen to be necessary by the ongoing data.

'Measured' was meant to imply a steady 25 basis point at a time rate of increases to an objective which some thought to be 100 bp.

The Fed Funds target rate will be from 25 to 50 basis points, and the amount which the Fed pays to the Banks on excess reserves will be increased to 50 basis points.

In the second press release below, the NY Fed says that they have about $2 Trillion at the ready to back up the Fed's targets.

As suspected, the Fed raised, but it is very likely to be quite gradual, since the data does not fully support it despite all the verbage which has been put out there to justify it.

So to accentuate a very important point, this is not your father's interest rate tightening cycle.

The Fed is raising rates in order to 'end' ZIRP and to begin to provide themselves some maneuvering room out of the policy corner into which they had painted themselves in their thrashing within a credibility trap of lack of reform, top down stimulus, and thereby a continuing lack of broad, organic recovery which is apparent to all those who are not blinded by an ideological bias, a preoccupation with abstract and otherworldly models, and/or their paychecks.

저성장 현실화..정부, 경제살리기 총력전

작년 4분기를 제외하면 금융위기 당시였던 2009년 1분기(0.1%) 이후 6년 만에 가장 낮았다.
수출 부진도 심화했다. 수출은 올해 첫 달부터 감소세를 보이더니 11월까지 11개월 연속 마이너스를 기록했다. 올해 전체로도 마이너스가 불가피하다.

나라 밖에서도 한국 경제를 위협하는 요인이 많았다.
금융위기 이후 유례없는 양적완화를 펼쳤던 미국은 연내 기준금리 인상 가능성을 계속 암시해 세계 금융시장과 신흥국 경제를 출렁이게 했다.
한국 수출시장의 25% 상당을 차지하는 중국은 올해 1∼3분기에 6.9%의 성장률을 보이면서 경기 경착륙 우려를 불러일으켰다.
중국은 또 증시가 급락하면서 과잉생산, 부동산 거품, 부실자산 등 구조적 문제까지 노출해 한국의 대외여건을 더 불투명하게 만들었다.
내부적으로는 1천200조원에 육박한 가계부채와 더불어 인구 고령화 및 저출산 추세 등 사회구조적인 요인으로 소비시장이 성장의 한계를 맞았다.
 
◇ 통화·재정 정책 총동원 경제살리기…구조개혁도 추진
지난해 세월호 참사 이후 어렵게 살아난 경기 회복의 불씨가 위태롭게 되자 정책 당국은 가능한 수단을 대부분 동원해 경제 살리기 총력전에 나섰다.
통화 당국이 먼저 움직였다.
지난해 2차례 기준금리를 내렸던 한국은행은 3월에 기준금리를 2.00%에서 1.75%로 내렸다.
한은은 3월의 금리 인하에도 소비 회복세가 확대되지 않고 수출 부진이 이어지는 가운데 메르스까지 발생하자 6월에 기준금리를 사상 최저 수준인 1.50%로 다시 내렸다.
 
재정당국인 정부도 나섰다.
메르스에 가뭄이 겹치면서 산업계의 심리까지 극도로 침체될 위기를 맞자 정부는 2013년에 이어 추가경정예산 카드를 꺼내 들었다.
정부는 7월 초 국무회의에서 11조8천억원의 추경 예산안을 의결했고 국회는 같은 달 말 11조5천639억원 규모로 추경 예산안을 통과시켰다.
정부의 적극적인 경기부양 노력에도 소비는 쉽게 살아나지 않았다.
그러자 정부는 추석을 앞둔 8월에 소비진작 대책을 발표했다. 자동차와 대형 가전제품의 개별소비세율을 5%에서 3.5%로 내리고 코리아 블랙프라이데이 등 다양한 소비 촉진 마케팅 행사를 마련했다.
덕분에 소비심리는 살아났고 수출 추락 속에 소비의 힘으로 3분기 경제성장률은 1.3%까지 상승했다.
정부는 단기적인 경기부양 정책을 추진하면서 노동, 공공, 금융, 교육 등 4대 부문의 구조개혁에도 박차를 가해 장기적인 성장의 틀을 마련하려고 시도했다.

Duke U. Study Suggests The Fed Consistently Leaked Non-Public Information to Select Insiders

This excerpt from a Duke University study is just in from my friend Professor Anthony Sanders at George Mason University, who writes at Confounded Interest.

In reading the paper I did not necessarily get the sense that this was a nefarious form of communication. More like the kind of collegial exchanges of information that are so common to the revolving door nature of our modern financial regime. There are two sets of rules, and two methods of handling things. And insiders never speak ill of the actions of other insiders.

This is the 'money shot' from the
abstract of the paper which is tracks the distribution of stock market gains over the FOMC information cycle:
"High return weeks do not line up with public information releases from the Federal Reserve or with the frequency of speeches by Fed officials.

Systematic informal communication of Federal Reserve officials with the media and the financial sector is a more plausible information transmission mechanism. We discuss the social costs and benefits of this method of communication."

And in related news, the Congress has just used its power to block an investigation of its own insider trading. Again.

It is hard to escape the credibility trap as a plausible explanation for the lack of serious financial reform and transparency in a system that has been shown to be plagued with a lack of sound regulatory oversight, price manipulation, and corruption in almost every major market.

I would certainly hope that there is a different explanation for what appears to be systematic insider trading since at least 1994.

한은 "가계 빚 GDP의 73%..월평균 6조3천억 증가"

저금리 추세로 가계 빚이 빠르게 늘면서 국내총생산 대비 가계부채 비중이 73%에 육박하는 것으로 나타났습니다.
한국은행이 국회에 제출한 통화신용정책보고서를 보면 명목 GDP 대비 가계신용 비율은 지난해 2분기 70.2%에서 올해 2분기 72.9%로 1년 새 2.7%포인트 올랐습니다.
특히 최근 1년간 은행의 가계대출 증가액은 월평균 6조 3천억 원으로 2012년 1월부터 2014년 8월까지의 월평균 1조 8천억 원을 크게 웃돌았습니다.
한은이 지난해 8월 이후 0.25%포인트씩 네 차례에 걸쳐 기준금리를 사상 최저 수준인 연 1.5%로 내리면서 주택담보대출을 중심으로 가계대출이 크게 늘어났기 때문으로 분석됩니다.
한은은 가계나 기업에서 일정한 정도의 부실이 있더라도 금융기관의 충격 흡수력이 어느 정도 있다고 본다면서도 가계 부채 상황을 면밀히 점검하겠다고 밝혔습니다.

다 꺼낸 내수카드.. 2016년 1분기 소비절벽 우려

수출 부진이 계속되면서 정부는 3분기(7∼9월)에 이어 4분기(10∼12월)에도 내수 살리기에 다걸기(올인)하고 있다. 하지만 수출이 살아날 기미가 없고 내수만으로 성장률을 끌어올리는 데 한계를 보이자 내년 경제를 걱정하는 목소리가 커지고 있다. 내년 초부터 소비가 급격히 감소하는 ‘소비절벽’이 나타날 수 있다는 우려다.
 

 
정부가 내수 진작에만 집중해 급감하고 있는 수출에 대해 마땅한 대책을 내놓지 못하고 있는 점도 문제다. 실제 내수 진작책은 매월 쏟아지고 있지만 수출 대책은 7월에 나온 ‘수출경쟁력 강화 대책’이 마지막이다. 신세돈 숙명여대 교수(경제학)는 “수출 대책을 지금 세워도 그 효과는 1, 2년의 시차를 두고 나타난다”며 “정부가 최근의 수출 부진을 너무 안이하게 보고 있다”고 말했다.
소비절벽과 수출 부진이 맞물릴 경우 정부가 전망한 내년도 경제성장률 3.3%도 달성하기 어려울 가능성이 크다. 조동근 교수는 “성장률을 맞추기 위해 내수에만 집중한다면 나중에 큰 부작용이 나타날 수 있다”며 “당장은 고통스럽더라도 구조개혁을 통해 경제 체질을 개선하는 데 정부 역량을 집중해야 한다”고 말했다.

정상 기업의 고용·투자를 어렵게 만드는 '좀비 벤처'

현 정권 출범 직후인 지난 2013년 5월, 정부의 ‘싱크탱크’라고 불리는 국가미래연구원 김광두 원장은 ‘좀비기업’ 양산을 우려했다.
당시 김 원장은 서울 여의도에서 열린 금융투자업계 최고경영자 간담회에 참석해 “시장에서 기술이 제대로 평가받을 수 있는 환경이 조성되지 않으면, 내실이 튼튼하지 못한 벤처기업에 자금이 흘러들어가 좀비기업을 만들 수 있다”며 “이는 배수구가 막힌 저수지에 물을 붓는 것과 다름 없다”고 말했다.
벤처 업계 관계자들은 정부 자금에 의존해 연명하는 회사들을 ‘좀비 벤처’라고 부른다. 좀비처럼 죽지도, 부활하지도 않고 명만 이어간다는 뜻에서 나온 말이다.

최기창 서울대 공과대학 교수는 “단지 취업을 못했다는 이유로 정부 보조금을 받아 창업하는 사람들도 있는데, 엄밀히 말해 이들은 기업의 채용 기준에도 못 미친 사람들”이라며 “호구지책으로 창업해 단순히 연명하는 벤처 기업에 정부 보조금을 준다는 건 말이 안 되는 일”이라고 말했다.

Fed Opens Negative Interest Rate Pandora's Box: What Happens Next

"As interest rates go more negative, market participants will have increasing incentives to make payments quickly and to receive payments in forms that can be collected slowly. This is exactly the opposite of what happened when short-term interest rates skyrocketed in the late 1970s: people then wanted to delay making payments as long as possible and to collect payments as quickly as possible.... if interest rates go negative, we may see an epochal outburst of socially unproductive—even if individually beneficial—financial innovation."

Why the Fed's Policy Actions Are Not Working

As I said earlier today in a reaction to the FOMC announcement:
"This is all a bit moot really, because except for the betting parlors it doesn't matter whether the Fed raises 25 basis points or not. You can print money and give it to the banking system and the very wealthy for their personal gambling and asset acquisitions activities all day long.

The system is broken, the real product of the nation has been hijacked by financialization, the international monetary exchange is in chaos, and almost all of the gains are going to the top.

And the Fed and the government are doing virtually nothing to change this."

The Banks must be restrained, and the financial system reformed, with balance restored to the economy, before there can be an sustainable recovery.

And keep the financial system on life support while the rest of the economy languishes, the poor suffer, and the middle class deteriorates is not coherent, except for a narrow band of beneficiaries.

Let us be reminded that the Fed is also a primary regulator of the financial system as well as an interest rate joystick operator.

And the mainstream media and the politicians wonder why the public is not doing what they expect.

The Richest Americans Are Winning the Economic Recovery.
"U.S. Census Bureau data out Wednesday underscore just how lousy the recovery has been if you aren't rich.
Looking at eight groups of household income selected by Census, only those whose incomes are already high to begin with have seen improvement since 2006, the last full year of expansion before the recession. Households at the 95th and 90th percentiles had larger earnings through 2014, the latest year for which data are available.

Income for all others was below 2006 levels, indicating they're still clawing their way out of the hole caused by the deepest recession in the post-World War II era."

And this result, after eight years of some of the biggest expansion of a central bank balance sheet in US history!

나랏빚 첫 40%대, 돈 푸는 경기부양 한계 왔다

서로 반대 방향으로 튀는 두 마리 토끼를 잡아야 하는 내년 예산안의 고민이다. 최경환 부총리 겸 기획재정부 장관 취임 후 금리 인하와 재정지출 확대에도 불구하고 경기 회복세는 미약하다. 여기에 중국의 경기 둔화와 미국 금리 인상 가능성이란 악재도 도사리고 있다. 경기만 본다면 적극적인 재정의 역할이 절실하다. 그러나 나랏빚에도 경고등이 켜졌다. 내년도 나랏빚은 올해보다 50조원 넘게 늘어난 645조원에 이를 전망이다. 국내총생산(GDP) 대비 국가채무 비율(40.1%)이 사상 처음 40%대에 진입한다. 글로벌 금융위기를 맞은 2009년 이 비율이 30% 선을 넘은 지 7년 만이다.
