Forbes: South Korea's Startup Culture Marred By Misguided Ambitions

The tone of this article is reflected in my book I am working on.  An entrepreneurial culture is as important as other entrepreneurial infrastructure.

South Korea’s startup culture has been gaining more attention as of late. According to Korea’s Small and Medium Business Administration, the number of startups in the country soared to roughly 30,000 as of January this year, up from a mere 2,000 some 16 years ago. And among that group, 63 have risen to No. 1 in terms of market share in their respective industries.

But in spite of that growth and the government’s ongoing support for building a “creative economy,” one that favors and encourages young entrepreneurship, Korea’s startup culture is not as advantageous or conducive as it might seem. While many have the impression the country’s startup landscape is teeming with opportunity, thereare some who remain skeptical of its true offerings.

LA Times: South Korean tech industry finds warm reception in L.A.

When a South Korean technology entrepreneur wanted to recruit computer programmers working in Seoul, he didn't load up on perks like a masseuse, sleeping pods or beer kegs. The most tantalizing benefit his start-up AKAStudy offered Koreans: a job in Los Angeles.

Populated with the largest Korean-heritage community outside North and South Korea, Los Angeles is a natural U.S. beachhead for Korean companies and entrepreneurs. But until recently, Koreans — like other Asians — preferred to open their outposts in Silicon Valley, close to storied companies such as Google, Intel and Apple.

Now, with support from the South Korean government and venture capitalists on both sides of the Pacific, Los Angeles is emerging as a corner in a tech triangle connecting Seoul to Silicon Valley to Silicon Beach.

The number of U.S.-based investments in Korean companies doubled from 2012 to 2014 and the sum rose from $8 million to nearly $600 million, according to venture capital data tracking firm PitchBook. In part, that's because there are more start-ups in South Korea than the country's venture capital industry is equipped to handle.

Iain Marlow: South Korea’s chaebol problem (한국의 재벌 문제)

A good analysis of the chaebol problem.  In order for Korea to move on to the next phase of development, the chaebol issue is critical.

What this article doesn't address is the underlying factors of the chaebol system.  Chaebols have been a part of Korea Inc.  in order to tackle the chaebol problem, the state has to correct the problem of Korea Inc., which is extremely hard for the Korean power elite.  Politics has overriden economics either in teh West or in the East.

In my view, the core idea of the so-called creative economy by the current Park Geun-hye regime is solid and promising for the next phase of Korea's development, economically, socially, and politically.  What concerns us is that her administration doesn't seem to grasp where lies the problems deterring Korean SMEs from growing and thriving.  They are complex and embedded in the old system.  Once they do, thereby making some progress toward genuine infrastructure building for SMEs' prosperity, President Park Keun-hye would be remembered as a good president, beyond his father's (President Park Chung-hee) legacy (both desirable and undesirable). 

Meanwhile, the Park regime should stop propping up any unproductive businesses (i.e., destructive force of financialization).  Otherwise, she would be remembered as another failed president in the political history of Korea.

In the war’s aftermath, though, and particularly after a military coup in 1961, something remarkable happened. Family-owned, South Korean firms – recognizable companies such as Samsung and Hyundai – struck an unlikely alliance with South Korea’s authoritarian government. Protected from competition, showered with cheap loans and encouraged to sprawl into new, strategic industries without fear of failing, these companies grew into global behemoths and built South Korea into a wealthy, export-oriented powerhouse in less than a generation.
But like many in South Korea, Mr. Eom, 66, has lost respect for the so-called chaebol – a term that combines the Korean words chae (wealth) and bol (clan). He works for a small manufacturing firm that sells to the chaebol, and he says the large firms often pay late, arbitrarily refuse shipments and use their huge market dominance to bully smaller firms. He and others have become increasingly frustrated with the chaebol’s growing power and influence in South Korean society, as well as what many perceive to be the arrogance of the children now taking control of the family-run firms as a widely-respected, older generation passes on control.
“Things are not the same,” Mr. Eom says. “The problem with the chaebol is that what they earn, they don’t give back to society – they simply spread out with more tentacles.”
The chaebol may deserve much of the credit for South Korea’s rapid economic development, but many now fear the country’s massive conglomerates have become far too powerful. Samsung Group alone now accounts for roughly 20 per cent of South Korea’s gross domestic product.
South Korea’s economy has slowed sharply in recent quarters, and is pushing up against the limits of its export-led growth. Economic observers say the chaebol’s dominance is now suffocating the country’s attempt to shift gears and foster a more innovative services-oriented economy powered by small businesses.
Powerful South Korean exporters are being hit at the low end by expanding Chinese manufacturers and at the high end by Japanese players who have benefited from a deliberately-weakened yen. Exporters are creating fewer jobs in South Korea as the chaebol move production offshore.
That has left large firms profitable, but the domestic economy hurting: South Korea’s household debt is now rising fast, small and medium-sized businesses are still unproductive and failing to grow larger, and the high-value services sector is lagging well behind other countries.
“This has raised concerns about Korea’s traditional catch-up strategy led by exports produced by large chaebol companies,” the Organization for Economic Co-operation and Development said in a report last year.

Small Business Ownership In America Is At An All-Time Low

In a report that was just released entitled "Changes in U.S. Family Finances from 2010 to 2013: Evidence from the Survey of Consumer Finances", the Federal Reserve revealed that small business ownership in America "fell substantially" between 2010 and 2013.  Even in the midst of this so-called "economic recovery", small business ownership in America has now fallen to an all-time low.

OECD: Korea Needs to Engage In Economic Model Transformation and Reforms

The latest OECD Economic Survey of Korea addresses many of the issues I have touched upon on this blog such as SMEs weakness, the higher education system, the ventural capital sector, GRIs, the dwindling middle class, income disparity, and mounting household debt.  Of course, I don't necessarily agree with everything it points out.

If Korea continues down this path, its future prospects are dim. We had high hopes for this administration.  And yet, so  far I find Park administration somewhat disappointing in several aspects.

From OECD:

Korea needs to move away from its current economic model and implement a range of reforms to develop a creative economy that can sustain long-term growth, according to the latest OECD Economic Survey of Korea. The strategy should be accompanied by new measures to reduce income inequality and poverty, particularly among the elderly, the OECD said.


The Survey notes that Korea’s short-term economic outlook is positive, with growth of around 4% projected over the 2014-15 period. Its longer-term prospects, however, are limited by persistent structural problems, such as a lagging service sector and weak small and medium-sized enterprises (SMEs), reflecting the traditional growth strategy centred on exports by large chaebol companies. The OECD argues that Korea must promote innovation and narrow the productivity gaps between manufacturing and services and between large firms and SMEs, which account for 87% of total employment.


To make SMEs more efficient, the OECD recommends scaling back and streamlining government support to these firms, while concentrating it on enterprises at an early stage of development. Creation of a more dynamic venture capital sector is a second key priority for development of a creative economy, which should also aim to promote green growth and help Korea meet its greenhouse gas emission reduction target.


The Survey points out the importance of increasing returns on R&D investment, which is the largest in the OECD area as a share of GDP. This requires reforms across the entire innovation system to expand the role of universities, upgrade government research institutes and strengthen international linkages. Reducing product market regulations and barriers to foreign direct investment is also key for boosting the adoption of new technology.


To promote inclusive growth, Korea should take steps to reverse the decline in the middle class and reduce the high rate of relative poverty. This will require action aimed at the roots of inequality, notably reducing the high share of non-regular workers in the workforce. Breaking down labour market dualism is necessary to reduce high levels of wage inequality and enhance social mobility.

High household debt has adverse implications for equity, as well as for growth, as individuals with low income and credit ratings have limited access to financial markets and many are delinquent on their loans. Policies to expand market-based lending to such households and debt restructuring are essential, but moral hazard must be limited, the Survey said.

스위스식 중소기업은 없는데 스위스식 도제 교육만?

한국의 기술정책을 경제정책, 중소기업정책, 교육정책등과 결부시켜 상당한 양의 manuscript 왔다.(여러가지 일을 하고 있지만 나는 기본적으로 글쟁이다.  오랫동안 사장이셨던 돌아가신 우리 아빠는 딸내미가 책 내는 것을 참 좋아하셨다.)   Structural issues 총체적으로 접근되어 해결되어야 것이다이런 맥락에서 다음의 기사는 가지 중요한 포인트를 지적하고 있다.

코트라 자료를 보면, 스위스는 전체 기업의 99.7%인 중소기업들이 67%의 고용을 책임지고 있다. 중소기업이 고용의 88%를 맡고 있는 우리보다 일자리 비중은 작지만, 스위스 중소기업들은 세계 최고 수준이라 노동조건이나 고용안정성이 높은 편이다. 경제협력개발기구 자료를 보면, 우리나라의 경우 임금 상위 10%에 있는 노동자의 임금이 하위 10% 노동자 임금의 4.51배로 임금격차가 회원국 중 셋째로 크다. 스위스는 2.61배로 경제협력개발기구 평균 3.39배보다 훨씬 작다.
독일도 자동차, 화학, 기계 등 중소기업이 경제를 이끌고 있다는 평가를 받는다. 중소기업연구원 자료를 보면, 우리나라가 10인 미만 등 영세기업이 다수를 차지한다면 독일은 50인 이상 중간 규모 기업들이 중심이다. 이렇다 보니, 독일 중소기업 노동자들은 대기업의 85~90% 수준의 임금을 받는다. 우리나라 중소기업 노동자들의 임금은 대기업의 60~70% 수준이고, 임금노동자의 절반을 넘어선 비정규직은 정규직의 50%가량의 임금을 받고 있다.
이런 이유로 학교현장에서는 어떤 직업교육을 받았는지 여부보다 ‘대기업 정규직’으로 들어가는 것이 우선순위로 꼽힌다. 권기승 서울 성수공업고등학교 교사는 “중소기업에 들어간 특성화고 학생들은 대부분 단순기능 업무를 맡아 3개월 안에 일을 익힌다. 임금이 적다 보니 미래가 보이지 않아 이직을 하거나 대학에 진학하는 것”이라고 말했다. 권 교사는 “도제교육을 통한 ‘장인급’ 기술을 직접 가르치면서 높은 임금을 주고 학생들을 정규직으로 채용할 중소기업은 극소수일 것”이라고 덧붙였다.
열악한 노동시장은 그대로 둔 채 쏟아지는 정부의 정책은 매번 큰 성과를 이루지 못했다. 2003년부터 지금까지 정부는 청년일자리 대책을 6번이나 발표했지만 고용지표는 갈수록 악화하고 있다. 청년고용률(15~29살)이 2000년 43.4%에서 올해 3월 39.5%까지 떨어졌다.
청년일자리 대책의 실효성을 높이려면 정부가 ‘괜찮은 일자리’ 창출이나 노동시장 격차 줄이기 등 근본적인 처방에 적극 나서야 한다는 지적이 나온다. 국회입법조사처는 지난해 ‘청년고용 현황의 정책과제’ 보고서를 통해 “대기업·공공기관 등의 이른바 ‘괜찮은 일자리’ 구하기가 어려워지면서 청년 고용 문제가 악화되고 있다. 새로운 일자리를 만들기 위해서는 근로시간 단축 등의 방안을 검토해야 한다”고 밝혔다. 정준영 청년유니온 정책국장도 “청년들이 직장을 옮기거나 구직을 포기하는 이유는 불투명한 전망과 낮은 임금 수준이다. 중소기업이 좋은 일자리를 만들 수 있는 산업생태계가 만들어져야 한다”고 말했다.

It continues to amaze us how people are completely ignoring what appears to be an incredible amount of shadiness inherent in Facebook’s business model. Whether or not this is intentional click fraud, it is clear that advertisers are not getting what they think they are getting. They won’t be fooled forever, and once they wake up to the money being wasted on fake “likes” and “clicks,” We're curious to see what happens to their revenue... This will all be exposed by the market sooner or later. I’m just shocked it is taking so long for people to put two and two together.

Young Businesses, Not Small Ones, Drive Job Growth

It’s not size that matters — at least when it comes to job creation. The age of the company is a bigger factor.

The Federal Reserve Bank of Chicago’s Jason Faberman on Monday became the latest in a long line of economists to unpack the misconception – promoted frequently by elected officials — that small businesses are the key to creating new jobs in the U.S.

It’s a subset of small firms—young, innovative companies—that lead in job creation. “It’s the new guys, not necessarily the small guys, that generate growth,” he said at the National Association for Business Economics policy conference in Arlington, Va. “The focus for policymakers shouldn’t be on small business job growth, but on new business formation.”

Nearly 90% of U.S. firms employ 19 or fewer workers. Those smaller firms create jobs at nearly twice the rate of larger companies. Controlling for the age of the firm, Mr. Faberman found the strongest job growth came from firms that were less than four years old.

Real Causes of Income Disparity and Struggles of SMEs in Korea

Korea’s income disparity in Korea has grown over the years.  Some have identified factors like technology, currency arbitrage and the growing importance of China.  While those factors may have played a role, one has to see the overriding factors that are the real cause of income disparity.

Korea’s economic model has been closely associated with Korea’s innovation model.  Therein lies the fundamental problem of Korea’s innovation undertaking.  Korea has pursued the export-dependent, chaebol-centered economic model.  Since its economic model was flawed from the start, it was bound to hit the wall at some point.  And it has, indeed.

What kind of country Korea wishes to be?  Its economic and innovation model should be geared toward serving the broader social interest.   Korea has to transition its economic model to more domestic consumption-based one with stronger economic principles including proper capital market structure.  Korea should have corrected the flaws of its economic model and dismantled Korea Inc.  It should have recognized the fragile foundation of Korea’s rapid rise in the course of industrialization as well.  Along this line, its innovation apparatus has to be more centered around SMEs.

The real causes of Korea’s income inequality and struggles of SMEs stem from those overriding factors.  Instead of working on these issues, Korea has pushed off genuine reforms and employed quick fixes such as credit and property bubbles with little regard to long term consequences.

 if Korea wishes to stop SMEs from declining, it needs to work on the real causes of income inequality since a decrease in median income and purchasing power has hampered SME’s’ growth and sustainability.  This is what makes the Park administration particularly disappointing, despite its efforts to boost the Korean SMEs.  If this administration is really serious about turning the economy around, it has to take a holistic approach.


What concerns us most is that the price for the flawed model and policies falls heaviest on the broader public.  The solid middle class and democracy go hand in hand.  History has taught us that we cannot have one without the other.

연구개발 1곳당 보조금, 대기업 43억•중소기업 3억

The article below points out a flaw in the Korean R&D funding system, which I have discussed on this blog.
The developmental state can play a positive role in nurturing innovation.  Unfortunately, in many cases, it spurs innovation for political expediency.

The wellbeing of the most people is the very underpinning of society.  Innovation endeavor has to fulfill this.  It has to serve the best interest of the most people.

Innovation undertaking in a nation should be pursued in such a way that it facilitates economic and social democratic process to empower a large class of people.

Korea’s chaebol-centered innovation endeavor and trajectories have been problematic in this context.

"대형 연구 사업의 성과에 대한 검증 없이 정부가 또 대형 사업을 벌였다. 산업부가 대형 과제를 추진하게 되면, 정부 지원의 상당 부분이 대기업으로 흘러가 결국 대기업의 경쟁력 강화에 도움이 될 것으로 보인다." '창조경제의 성장 엔진' 격인 이번 대형 융합과제 발표를 보고 정부 연구개발 지원사업 관계자는 이렇게 평했다.

이명박 정부의 대형 연구개발 사업인 미래산업선도기술은 이른바 '대형 먹거리'를 개발한다며 2011년부터 시작됐다. 당시 황창규(현 케이티 회장) 아르앤디전략기획단장은 '조기 성과 창출형 과제' '신시장 창출형 과제' 등 모두 10개 세부과제를 기획했다. 정부는 여기에 3~6년에 걸쳐 4995억원을 투입하기로 했다.

'대형 먹거리' 개발 과제는 누가 맡았을까? 10개 세부과제별 총괄 주관기관 가운데 8개를 대기업이 맡았다. '조기 성과 창출형 과제' 5가지 가운데 글로벌 선도 천연물신약은 동아제약, 정보통신 융복합기기용 핵심 시스템반도체는 엘지(LG)전자, 차세대 전기차 기반 그린수송 시스템은 현대자동차, 고효율 대면적 박막태양전지는 삼성에스디아이(SDI), 코리아 마이크로 에너지 그리드는 삼성물산이 총괄 주관기관으로 참여했다. 모두 대기업이다.

신시장 창출형 과제 5개 중엔 투명 플렉시블 디스플레이는 엘지디스플레이, 심해자원 생산용 친환경 해양플랜트는 현대중공업, 인쇄전자용 초정밀연속생산 시스템은 삼성전자한테 주관기관이 돌아갔다. '그린카 사업' 등 대기업에 대한 정부의 연구개발 지원이 과다하다고 국회가 국정감사 등을 통해 지적한 뒤, 2013년 상반기에 총괄 주관기관이 결정된 그래핀 소재·부품 기술 개발과 웰니스 휴먼케어 플랫폼 구축 사업에선 대기업이 빠졌다. 대신 대기업은 세부 주관기관으로 들어갔다. 결국 미래산업선도기술 사업은 삼성그룹 계열사 3,
엘지그룹 계열사 2, 현대차, 현대중 등에 혜택이 집중됐다.

이 막대한 지원 가운데 절반가량은 대기업에 흘러간다. 민병주 의원(새누리당) '최근 5년간(2008~2012) 국가연구개발사업 기업 규모별 참여현황'을 분석한 자료를 보면, 대기업은 기업 지원금 가운데 43.4%를 차지했다. 대기업은 2012년 기준 한 곳당 평균 432000만원을 받은 반면, 중소기업은 한 곳당 평균 32000만원을 받는 데 그쳤다.

최근 5년간 국가연구개발사업 연구비를 받은 상위 10위권 기업(연구금액 기준) 18개 대기업이 돌아가며 독점했다. 삼성 계열사 4(삼성전자, 삼성SDS, 삼성테크윈, 삼성전기)과 두산 계열사 3(두산DST, 두산인프라코어, 두산중공업), 현대차 계열사 2(현대자동차, 현대로템), 현대중공업, 대우조선해양, 포스코, 한화, 효성 등이었다.

정부의 연구개발비 지원을 지켜본 산업부 출신 전 관료는 "삼성 등 대기업들은 돈도 많고, 이제는 홀로 할 수 있는데도 계속 정부 지원을 받는 것은 문제"라고 말한다. 국회의 한 보좌관도 예산 집중 문제에 대해 "한쪽에 기회를 준다는 것은 다른 한쪽에는 기회를 주지 않는 불공평의 문제"라고 했다.

벤처 스톡옵션 세금, 주식 팔 때 내도 된다

박근혜 정부의 벤처기업 활성화를 위해 내놓고 있는 방안 중의 하나이다.  한국의 산업구조가 중소기업을 주축으로 개편되고, 우수한 인재들이 대기업이 아닌 작지만 강한 중소기업에 일하는 것이 선망의 대상이 되는 날이 오기를 바라마지 않는다.

중앙일보로부터:

앞으로 비상장 벤처기업 임직원들은 스톡옵션으로 취득한 주식을 나중에 처분할 때 세금을 낼 수 있게 된다. 지금은 행사할 때(주식을 받을 때) 세금이 부과된다. 이에 따라 세율도 낮아진다. 지금처럼 종합소득으로 합산돼 최고 41.8%(지방소득세 포함)로 과세되지 않고 양도차익에 대해 11%(지방소득세 포함)의 세율로 세금이 부과된다. 정부와 새누리당 창조경제일자리창출특위(위원장 김학용 의원)는 다음 달 초 이런 내용을 골자로 한 스톡옵션 개선방안을 발표한다.

스톡옵션이란 회사 임직원이 일정 수량의 자기 회사 주식을 특정 기간 안에 매수할 수 있는 권리다. 주식 가격이 미리 정해져 있어 회사가 성장할 경우 큰 이익을 올릴 수 있다. 자금력이 취약한 중소 벤처기업들이 우수인재를 끌어들이기 위한 가장 효과적인 수단이다. 하지만 현 스톡옵션 제도는 벤처인들의 의욕을 꺾는다는 지적을 받아왔다.

2014년 중소기업 정책자금 3.82조원 공급

The Park administration seems to provide institutional support to nurture the Korean SMEs. I commented that this is necessary for Korea to spur innovation and sustain its economy. Let's see how it would work.

정책브리핑으로부터:

중소기업청(청장 한정화)은 중소기업의 설비투자 및 운영자금 융자지원을 위한 2014년도 중소기업 정책자금 운용계획을 발표하였다.

2014년도 정책자금 예산규모(안)*은 ‘13년도 당초 예산규모(3.85조원)와 유사한 3.82조원 규모로 편성되었다.

특히 ‘14년도 정책자금은 일자리 창출기업에 대한 우대를 확대하여,

지원업체 중 추가 고용 1인당 0.1%p 정책자금 대출금리를 인하(최대 1%p → 2%p)하고,

10인 이상 고용창출 기업에 대한 개별기업 융자한도(45억원)의 예외를 적용하여 70억원까지 대출이 가능하도록 하였다.

중소기업의 성장사다리 구축을 위해서 기술․사업성 우수기업의 장기․시설투자 지원 전용자금 신설하고,

* 중진공의 기업평가 우수기업에게 만기 15년 이내의 장기대출, 기업이 고정금리 또는 변동금리 선택 가능

중기청 소관 R&D사업 성공기업 전용자금(500억원)을 운용하여 R&D 기업의 성공률을 제고하고, R&D사업과 융자사업의 시너지 효과를 제고한다.

‘13년 하반기 시범운용 결과(19개 업체, 50억원)를 바탕으로, ’14년에는 150억원 규모의 특허담보대출을 실시(개발기술사업화자금 활용)한다.

* 대출자금의 용도 : (’13 하반기) 운전자금 → (’14) 운전자금, 시설자금

Why European Monetary Policy Is Now Impotent

Another post explaining why the easy mony policies are not working.  Korea has engaged in it and is poised to do more easing.

For the last year or so, Mario Draghi (the omnipotent head of the ECB) has discussed 'market fragmentation' as a major concern. The reason is clear - his easy money policies are entirely ineffectual in a monetary union when his actions do not 'leak' out to the real economy. Nowhere is this fragmentation more obvious than in the inexorable rise in peripheral lending rates (to small business) compared to the drop (over the last 18 months) in the core. Simply put, whether it is demand (balance sheet recessionary debt minimization) or supply (banks hoarding for safety), whatever the punch ladeled from the ECB's bowl, it is not helping the most needy economies. Of course, that was never really the point anyway - as we have pointed out many times; the actions of the ECB are (just as with the Fed) to enable the banking system to live long enough to somehow emerge from the black hole of loan losses and portfolio destruction that they heaped upon themselves. Jim Quinn: 'Available'

It is clear now that we must have been wrong about the economy. No more proof is needed than the fact the Dow has gone up 1,500 points. Everyone knows the stock market reflects the true health of the nation – multi-millionaire Jim Cramer and his millionaire CNBC talking head cohorts tell us so. Ignore the fact that the bottom 80% only own 5% of the financial assets in this country and are not benefitted by the stock market in any way. It is time to open your eyes and arise from your stupor. Observe what is happening around you. Look closely. Does the storyline match what you see in your ever day reality? It is them versus us. Whether you call them the invisible government, ruling class, financial overlords, oligarchs, the powers that be, ruling elite, or owners; there are powerful wealthy men who call the shots in this global criminal enterprise. No amount of propaganda can cover up the physical, economic, social, and psychological descent afflicting our world. There’s a bad moon rising and trouble is on the way.

Considering that 71% of GDP is dependent upon consumer spending (versus 62% in 1979 before the financialization of America), the dreadful results of retailers and restaurants even before the Obama tax increases confirms the country has been in recession since the second half of 2012. In 1979 the economy was still driven by domestic investment that accounted for 19% of GDP. Today, it wallows at all-time lows of 13%. In addition, our trade deficits, driven by debt fueled consumption, subtract 3.5% from GDP. These facts are reflected in the depressed outlook of small business owners who are the backbone of growth, hiring and entrepreneurship in this country. Small businesses of 500 employees or less employ half of all the private industry workers in the country and account for 65% of all new jobs created. There are approximately 27 million small businesses versus 18,000 large businesses. The chart below does not paint an improving picture. The small business optimism has dropped from an already low 92.8 in September 2012 to 90.8 in March 2013.

The head of the NFIB couldn’t make the situation any clearer:
While the Fortune 500 is enjoying record high earnings, Main Street earnings remain depressed. Far more firms report sales down quarter over quarter than up. Washington is manufacturing one crisis after another—the debt ceiling, the fiscal cliff and the Sequester. Spreading fear and instability are certainly not a strategy to encourage investment and entrepreneurship. Three-quarters of small-business owners think that business conditions will be the same or worse in six months. Until owners’ forecast for the economy improves substantially, there will be little boost to hiring and spending from the small business half of the economy. NFIB chief economist Bill Dunkelberg

If consumers, who account for 71% of the economy, aren’t spending, and small business owners, who do 65% of all the hiring in the country, are petrified with insecurity, why is the stock market hitting all-time highs and the corporate media proclaiming happy days are here again? It can be explained by the distribution of wealth and income in this country. Every media pundit, politician, Wall Street shill, Ivy League PhD economist, and corporate titan you see on CNBC, Fox or any corporate media outlet is 1%er or better. The chart below shows the bottom 99% saw their real incomes decline between 2009 and 2011, while the top 1% reaped the stock market gains and corporate bonuses for using “creative” accounting to generate record corporate profits. The trend in 2012 through today has only widened this gap, as real worker wages have continued to decline and the stock market has advanced another 20%.

The feudal financial industry lords are feasting on caviar and champagne in their mountaintop manors while the serfs and peasants scrounge in the gutters for scraps and morsels. This path has been chosen by the king (Obama) and enabled by his court jester (Bernanke). Money printing and inflation are their weapons of choice. We are living in a 21st Century version of the Dark Ages.

황철주 중소기업청장 내정자, 벤처 손톱 밑 가시 뽑고 창조경제 실현; (업데이트)황철주 "주식 팔면 회사 공중분해…오너는 영원히 공직 못 가"…사퇴 이유 밝혀

황철주 중소기업청장 내정자(현 주성엔지니어링 대표)는 15일 "내 철학보다는 대한민국의 철학이 중요하다"며 "경제민주화 등 그동안 실현이 어려웠던 일들을 하나하나 풀어갈 것"이라고 밝혔다.

황 중기청장 내정자는 주성엔지니어링을 창업해 한국 반도체 장비업계 '대장주'로 일궈낸 기업인으로서 '벤처는 창조'라는 인식을 정부와 사회에 심는데 일등공신 역할을 한 것으로 평가받고 있다. 그런 평가에 걸맞게 박근혜 정부의 중기정책이 창조경제를 꽃피우는데 기여하겠다는 의지를 표현한 것이다.

그를 잘 아는 중소, 중견기업인들도 상당한 기대를 나타내고 있다. 남민우 한국벤처기업협회장(다산네트웍스 대표)은 "황 중기청장 내정자가 벤처협회장 재임 기간 동안 명품 벤처와 창조의 가치를 항상 강조하고 벤처에 대한 인식 개선과 위상 제고에도 크게 기여했다"며 "황 청장이 향후 기업들의 애로사항을 잘 알고 손톱 밑 가시 뽑기를 잘 해 주실 것으로 기대한다"고 밝혔다.

새누리당 비상대책위원장을 역임한 조현정 한국소프트웨어산업협회장(비트컴퓨터 회장)은 〃황 내정자가 조용하고 나서기를 좋아하지 않는 성격이지만, 대기업들과의 거래가 필요한 반도체장비 시장에서 여러 어려움을 이겨낸 내강형"이라며 "미래창조과학부 장관으로 벤처인으로 내세웠는데 아쉽게도 무산된 뒤 중기청장은 벤처기업인이 맡아야한다는 박근혜 대통령의 생각을 잘 실현할 것"이라고 말했다.

황 내정자와 친분이 두터운 한 중소기업 CEO도 "(황 내정자는) 중소기업이 중견기업으로 성장하는 길을 누구보다 잘 알고 있는 분"이라며 "중소기업 발전을 위한 '선택과 집중'을 잘 하게 될 것"이라고 밝혔다. "그동안 중기청이 여러 정책을 펴왔지만, 필드 경험이 전혀없는 사람이 정책을 운영해 기업인들에게 피부에 와 닿지는 않았는데 이제는 우수한 기술을 보유한 중소기업을 집중 육성할 줄 아는 적임자가 중기청장이 돼 기대가 된다"는 설명이다.

조선일보로부터:

18일 사의를 포명한 황철주 중소기업청장 내정자는 18일 “공직에 나설 경우 보유주식을 전량 매각해야 하는데, 이럴 경우 대주주 지분 매각에 따른 소액주주들의 피해가 우려돼 사의를 표명했다”고 말했다고 머니투데이가 보도했다.

황 대표는 머니투데이와 전화인터뷰에서 “공직자윤리법에 따르면 공직에 나설 경우 주식을 금융기관에 백지신탁만하면 되는 줄 알고 중기청장직을 수락했다”며 “지분을 전량 매각할 경우 주가 급락으로 개인투자자들이 손실을 볼 줄은 몰랐다”고 말했다.

황 내정자는 “1995년 주성을 창업해서 세계 최초로 여러 기술을 개발하고 세계적인 기업으로 성장하려고 했는데, 이런 상황(중소기업청장 제안)이 와서 좋은 일을 해보려고 했다”며 “주식을 신탁하고 경영권을 포기하고, 공직 있다가 다시 와서 신탁을 해지하고 일을 할 수 있을 줄 알았다”고 말했다.

조주현: "대기업이 다 망쳤다" 평가 불가

올해 중소기업 지원예산은 7조632억원으로 작년(6조1547억원)보다 15% 늘었다. 중기 지원 신용보증 규모는 75조2000억원으로 4조원 증가했다. 올초 발효된 소상공인 지원법에 의해 1조4169억원이 따로 배정됐고, 10조원 규모의 소상공인 진흥기금 설립도 검토되고 있다.
무분별한 중소기업 지원은 논란의 대상이다. 약자에 대한 배려를 강조했던 노무현 전 대통령이 제도적인 중소기업 보호에 반대했다고 해서 이상할 것도 없다. 그는 특정분야는 중소기업만 사업할 수 있도록 한 중소기업 고유업종제도와 공공기관이 중기협동조합의 제품을 우선 구매하는 단체수의계약제도를 2007년 폐지했다. “경쟁력을 약화시키는 나쁜 제도”라는 게 노 전 대통령의 시각이었다.

MB정부는 동반성장을 내세우며 2011년 다시 중소기업 적합(고유)업종을 부활시켰다. 하지만 성과는 기대 이하다. 우리금융에 따르면 이자보상배율(영업이익을 지급이자 비용으로 나눈 값)이 1 미만인 한계기업 중 중소기업은 2010년 139개에서 작년 161개로 증가했다. 대기업도 8개사에서 19개로 늘었다. 승자는 없고 패자만 늘어난 것이다.

무분별한 지원은 이처럼 산업 전체의 경쟁력을 하향평준화시키고, 약소(弱小)기업과 좀비기업만 양산할 위험이 있다. 경쟁을 통한 구조조정으로 강한 기업을 육성하는 게 정답이다. 이건희 삼성그룹 회장 말처럼 메기를 풀어놓은 논의 미꾸라지들이 더 통통하다. 천적을 피해 도망다니며 부지런히 움직인 결과다. 미꾸라지에게 먹이를 주는 게 아니라 더 많은 메기를 푸는 게 정부가 할 일이다.

朴당선인 "경제민주화 따로, 성장 따로 아니라 다 필요"

거듭 얘기했지만, 새로 출범하는 박근혜 정권이 성공하기를 바란다.  앞으로 수년간 한국뿐만 아니라 세계경제가 적잖은 변화를 겪을 것이며 위기를 극복하기 위해서 한국은 시간이 없다.

중소기업 육성을 강조해 정부의 정책에 기대를 갖고 있다.  다만, 다른 포스팅에서도 얘기했듯이 구체적인 실행방안에 성패여부가 달려있다고 본다.  아래 기사에서 박근혜 당선인께서도 말씀하셨듯이 중소기업 지원에 어떤 지표를 활용할 것인가가 투명하게 정립되어야 한다고 본다. 어떤 중소기업을 지원할 것인지를 판단할 기준으로 기술성, 사업성, 역량 평가 등등 지표를 어떻게 구성하고 누가 이를 평가할 것인지가 매우 중요하다고 본다.  우리는 전문가 집단이 매우 희박하다.  대부분 대학 교수들이 평가단에 위임되고 있는데, 실제로 양산해서 사업화까지 이들은 매우 드물다.

언젠가 안철수 교수도 인터뷰에서 지적했듯이 한국의 중소기업 중에서는 자체 역량은 없으면서 정부의 눈먼 돈으로 지탱해 가는 일종의 좀비 기업 상당수가 있다.  따라서 옥석을 가릴 필요는 있다.

안철수 교수의 행보에 주목하고 있다.  현재의 경제 상황을 알고 있고 국민과의 약속을 지킬 것으로 기대하기 때문에 누구보다도 한국 중소기업의 실정을 알고 있는 사람으로서 정권의 정책에 목소리를 내야 한다고 생각한다.  한국의 발전을 위해서 정치적 논리나 개인적 야망의 어떤 벽을 뛰어 넘어 힘을 합쳐야 한다고 본다.

박근혜 대통령 당선인은 27일 "경제민주화 따로, 성장 따로 이런 게 아니라 그게 다 필요한 것"이라고 말했다.

   박 당선인은 이날 오후 삼청동 대통령직인수위원회에서 열린 경제2분과 국정과제토론회에 참석, "경제민주화가 잘 돼야만 중소기업, 경제주체들이 전부 의욕을 갖고 나라가 발전한다"며 이같이 밝혔다고 인수위가 서면브리핑을 통해 전했다.

   박 당선인은 "중소기업도 `기술을 열심히 개발하면 뺏기지 않고 일어설 수 있겠다', `열심히 노력하면 단가를 제값 받을 수 있겠다', '억울함 없이 희망을 이룰 수 있겠다' 이렇게 돼야 한다"고 강조했다.

   박 당선인의 이 같은 발언은 중소기업 육성을 중심으로 경제민주화와 성장을 동시에 이루겠다는 뜻으로 해석된다.

   박 당선인은 "모멘텀을 잃지 않아야 된다"면서 "다 타이밍이라는 게 있는데, 늘 시간이 있는 게 아니다. 빨리 좀 해 주시고요"라며 속도감있는 정책마련을 주문했다.

   특히 박 당선인은 "일전에 중소기업인과 만나는 자리에서 어떤 분이 '모든 중소기업을 똑같은 방법으로 살리겠다는 것은 아무것도 안 하겠다는 것하고 같다'고 말했는데 참 일리가 있는 말씀"이라며 맞춤형 대책을 요청했다.

   구체적으로는 "중소기업의 큰 불만 중 하나가 정부가 자금지원 확대를 약속했는데 금융기관은 재무 지표를 획일적으로 적용하고 담보를 요구하고 형식적인 심사가 이루어지고 있다는 점"이라며 "기술과 사업전망 등 미래를 담보할 질적 지표들이 많이 활용되는 방안을 찾아야 한다"고 강조했다.

   또한 인력난에 대해서도 "중소기업 세 곳 중 한 곳은 인력난을 겪고 있다"면서 "중소기업의 인력난을 해소하기 위해 국가 차원의 데이터베이스를 구축할 필요가 있다"고 지적했다.

   박 당선인은 "중소기업 근로자의 재산 형성과 노후 대책을 위해 재형저축이나 퇴직공제 등이 확실하게 정착돼야 한다"며 "특히 퇴직 공제와 관련해서는 법개정이 필요한데 국회ㆍ새누리당과 협력해 가능한 빨리 해달라"고 촉구했다.

   박 당선인은 "중소기업 지원정책도 각 중앙부처 간, 중앙부처와 지방정부 간 중복되는 경우가 많다"면서 "꼭 필요한 지원을 하려면 `칸막이식 지원'을 탈피해야 되는데 이를 근본 개선하려면 중소기업 관련 정보를 종합하는 통합지원시스템을 구축해야 한다"고 말했다.

   박 당선인은 토론회 인사말에서도 "대기업에 납품하는 중소기업이냐, 글로벌 경쟁력을 확보한 중소기업이냐, 일반 중소기업이냐에 따라 필요한 게 다르기에 지원책도 달라야 한다"면서 "똑같은 옷을 만들어놓고 키 큰 사람과 작은 사람에게 다 입으라고 하면 어떻게 입겠느냐"라며 맞춤형 정책을 강조했다.
